Assign All Remaining Time Of Resource To Other Tasks

I have multiple resources, all of whom will be working on the same tasks, all assigned units will differ, example, resource A will spend 60%, B will spend 20% and C will spend 20%.. I have around 10 employees who are each on the same wage ($ per hour) I have 3 tasks running concurrently during the conference as follows; Hand out brochures to patrons, Enforce rules and regulations and Be on hand at all times during the conference.. Resource Silver will also work on Task B 100% of their time Note: When a task is fully reassigned to another resource, and the reassignment is approved, all remaining work on the task is assigned to the new resource. I also have concurrent tasks which these generic employees will also be working on but I don't want this to count towards the total resource count..
